GIZ Bangladesh is currently seeking applications for its programme "Rule of Law" for the position "Technical Advisor- Partnership and Collaboration".
A. Responsibilities
The position holder is responsible for the below tasks:
- managing an area of responsibility that forms part of the programme objectives, team agreements and/or agreements with the superior
- assisting project/programme initiatives to provide professional advisory services to and cooperate with a broad range of target groups
- advise supervisor on all task when implementing GIZ rules and regulation
- advise supervisor in the field of project's planning, steering and monitoring
- independently implement goals and requirements set by the line manager
- make decisions which have a short-term effect within a limited project area/ unit
- assist supervisor to identify day to day problem and suggest appropriate solution
In this context, the position holder fulfils the following tasks:
B. Tasks (Specific for Job Role)
1. Management and Technical Assistance
- Support team as an expert to analyse and interpret the legal issues related to the criminal justice system especially legal aid, alternative dispute resolution, etc.
- Review and analyse different relevant internal and external documents to identify the priority areas and needs (including capacity development) of National Legal Aid Services Organization (NLASO), Judicial Administrative Training Institute (JATI); and other relevant institutions related to the project
- Contribute to formulate strategy and design joint work plan and targets with respective government institutions related to project activities
- Support team to formulate strategies to find entry points and engagement of Government's Legal Aid organization and it's different layers at district, upzila and union level for collaborative work related to community interventions
- Assist team to formulate strategy, design activity and roll out for community based legal advice activities
- Contribute in preparing budgets, yearly and quarterly activity plan and different reports
- Develop ToRs and support in quality assurance of the services provided by the consultants/ external implementing partners
- Contribute to organize and facilitate different events and activities related to programme intervention
2. Quality Assurance
- Support performance team to develop joint follow-up and monitoring mechanism with Government Institutions and PNGOs
- Coordinate to share data, information, lessons learnt, best practices with respective Government and non-government Institutions as required
- Advise team to work jointly with respective Government Institutions to ensure gender and inclusion of marginalized people's issues are effectively integrated into legal aid service and it is reflected in the result
- Contribute to maintain and track work plan/operational plan, deliverables, targets, results and budgeting for the team
- Prepare reports, develop presentation materials, contribute to publications as required by line management
3. Linkage, Networking and Advocacy
- Support to strengthen the communication and linkage among the government institution to ensuring proactive legal aid for venerable and marginalized people
- Take initiative to enhance collaboration between government and non-government legal aid service providers to expand outreach of legal aid
- Initiate to identify entry points and engage Government forums on case management and government legal aid agency and Partner National Government Organizations (PNGOs) to strengthen diversion and Restorative Justice (RJ) /mediation at community
- Ensure roll out of Community Intervention activities in consultation with other relevant component of the programme e.g Paralegal Advisory Service Team
- Work closely with respective programme team for policy advocacy related to diversion, legal aid, Alternative Dispute Resolution (ADR), Restorative Justice (RJ) and other issues based on justice audit findings and need of justice seekers
- Maintain informal network with civil society organizations/Non Government Organizations which provides legal aid
- Understand government documentation and advice management accordingly
4. Other duties/additional tasks
- Contribute to project related activities and any other tasks as required
- Undertake further job-related training to his/her position and duties, if required
- Extensive field visit is required
- Specific training needs shall be identified, and appropriate programs selected upon agreement with Management
- Any other duties assigned by supervisor
C. Required qualifications, competences and experience
Qualifications
- Master's degree in Law
Professional experience
- Minimum 5 years in relevant professional working experience in legal aid services or paralegal aid services
- Working experience with different institutions of justice system
- Familiarity with development cooperation, bilateral or multilateral organizations will be an added advantage
- Previous job experience in GIZ will be an asset
Other knowledge, additional competences
- Ability to work well under pressure and must be a strong team player
- Must have good interpersonal and communication skills (including writing skills)
- Fluency in English is essential (including writing)
- Ability to work in an intercultural environment
- Good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
