Taxmen demand system overhaul, chairman’s resignation

A group of National Board of Revenue (NBR) officials and employees staged a protest at the agency's headquarters today (8 August), demanding timely promotions and the removal of administration cadre officers from key positions.

The officials expressed frustration over alleged discrimination and favouritism within the NBR, claiming that promotions were being delayed and that administration cadre officers were exerting undue influence over the revenue department.
While there were rumours of the chairman's resignation, a finance ministry official confirmed that no official decision had been made yet. However, the official did not rule out the possibility of his contract termination.
During the protest, a banner from the top business organisation, the Federation of Bangladesh Chambers of Commerce and Industries (FBCCI), was also visible. To prevent any untoward incidents, a significant number of army personnel were present at the NBR headquarters.
Separate meetings of NBR officials and employees were also held on the same day. After the meeting, the Bangladesh Civil Service Taxation Association issued a press release calling for the establishment of a modern revenue board to develop effective, professional, and efficient revenue management.
"To improve revenue mobilisation, there is a need to reform the revenue administration. For this purpose, the appointment of the NBR chairman should come from within its own officials," the release stated.
However, a senior official who attended the meeting told TBS, "Our stance is not against any individual, but against the system."
He also stated, "An officer applied four months ago to travel abroad for medical treatment, but the request has not yet been approved. Meanwhile, others may receive quick approval for less important reasons. The approval process is controlled by officers of the administration cadre, which exemplifies the discrimination taking place here. This kind of discrimination has caused resentment among many officers towards those in the administration cadre."
Another official remarked, "Although there is some discontent among the officers, including regarding the current chairman's behaviour, he has demonstrated honesty and efficiency compared to some of the previous chairmen. He has also undertaken several reform efforts to enhance revenue mobilisation."
He mentioned that it is impossible for a chairman to keep all officers satisfied. Those who feel deprived are naturally unhappy, but the protest against the chairman this time was not appropriate.
However, he added, "There are allegations of irregularities and corruption within the NBR involving some officials of the administration cadre."
