In 2018, the Russian government banned Telegram, but the ban was lifted in 2021. Telegram is widely popular in Russia, Ukraine, and former Soviet Union countries. In 2014, there was pressure to hand over the app's data to the Russian government. That was when Durov left Russia. Since then, the app has been operated from Dubai.
