Why the highest duty-free benefits could not increase exports in China?

Although Bangladesh has been given duty-free facility to export 100% products to the Chinese market, there is not much enthusiasm among exporters, policy makers and economists. Since there is no product in Bangladesh's export basket except ready-made garments, they do not see the possibility of increasing exports even though 100% of products in the Chinese market have been given duty-free facilities since December.
